The proliferation of information and communication technology has brought profound changes in the availability and accessibility of information. It enables the learners of flexible learning to stimulate a virtual learning. The World Wide Web technology as a vehicle for disseminating course materials and its arrival has triggered the beginning of some fundamental changes in teaching, training, and selfdirected learning. In this paper the authors highlight the different categories of web-based learning, software tools used in web-based learning, equipment and requirements for creating electronic portfolio and the uses of web-tools in distance education.
